Before joining the Ministry of Finance, Fabio Macorin served in Brazil’s Federal Police for 17 years. For a decade, he focused specifically on the investigation and prevention of banking and financial fraud. This experience helped shape his approach to betting regulation, particularly regarding anti-money laundering, financial monitoring, combatting the illegal market and inter-agency cooperation.

Based on its projections, EKG sees the overall sports wagering industry growing 8% year-over-year, outpacing the current baseline growth rate of 5% (a figure that strips out temporary boosts from the 2026 World Cup).
Assuming that 8% spurt is realized, it’d be impressive because since the end of the 2025 football season, only Missouri and Alberta, Canada joined the live and legal sports betting party with Arkansas opening to DraftKings and FanDuel earlier this year.

However, consumer surveys indicate that when given the choice between a sportsbook and a yes/no exchange, most recreational bettors still prefer the traditional sportsbook interface. Meanwhile the government has been approaching the issue via a new bill. Sports minister Sadok Mourali said in November 2024 that a gambling and sports betting bill had been circulated for consultation. Twenty-six public institutions received that consultation, including the central bank, Competition Council and financial intelligence authority.
A year later he said the draft had been completely revised to bring it into line with international standards on sports betting manipulation and money laundering.
The text has not been published. It is not known whether it would allow private operators to be licensed or simply modernise Promosport’s monopoly. Mourali told a parliamentary committee in November 2025 that a new law would digitise sports betting.
